Kaplan says (pg 13 BS notes): Phase 3 tests efficacy and occurrence of side effects
FA 2010 says (pg 52): Phase 2 tests efficacy and occurrence of side effects

Which one is correct?

Efficacy would have to be tested in Phase II since that's when they first introduce people with the disease of interest.
 
Yeah Kaplan is wrong and FA is right. Remember Phase 3 RCT test whether the drug is better than current gold standard; in Phase 2 they determine whether the drug works and side effects.
