So I learned that object permanence develops during sensorimotor and conservation develops during concrete operational. Does this mean that if there was a question about a kid who is 0-2 years old and it asked would this kid have object permanence, would the answer be yes? Or would the answer be 3 years or older?

Generally, object permanence signals the transition from sensorimotor stage to preoperational stage, so children above 2 years of age do have object permanence. But Piaget's stages shouldn't be viewed strictly since children can advance to later stages at earlier ages (meaning that 5 year old children can understand conservation, 8-month old infants can understand object permanence). Piaget's own research showed that 8-month old infants have object permanence as they searched for a toy hidden in a blanket.
