Picking schools.. Requirements vs. Out-of-state acceptance ratio

I'm trying to select my designated colleges so I can send in my application, but I havent taken the DAT yet, so I'm having a hard time deciding which schools.

Would you guys say its better to choose schools based more off the amount of out-of-state people colleges accept, or is it better to choose schools where you GPA/stats match up pretty well on predents? Like whats better, a school that accepts 75% out-of-staters with a 3.7 gpa, or a school that accepts 25% out of staters with a 3.4 gpa. As for me, I'm an arizona resident, i have a 3.7-3.8 gpa, 3.5-.3.6 science, dentist observations, community service, thesis research etc.. So without the DAT score I feel kinda lost. (But if I had to predict id like to think id get a 19-20.) Anyone?

Well really they are both factors and need to be looked at together. If a school has an average gpa of 3.4 but only accepts 5% out of state then you need to look at those 5% as competition and decide if you are still competitive. So I would go on predents (usually keeping in mind their stats are a little bit higher) and see how you stack up at the private schools and as an out of stater at the public schools.
