the effects seen are same as hypersecretion of TSH but actually the secretion of TSH is reduced or down to 0. immunoglobulin antibodies that have actions similar to TSH bind to the same receptors on the cells activate cAMP mech and induce changes in the cell . these antibodies are called TSi - thyroid stimulatng immunoglobulins . they have a long stimulating effect asnlong as 12 hrs ( in contrast to 1 hr action of TSH ) . the increased levels of thyroid hormones caused by TSi in turn supresses the secretion of TSH by ant pitutary

so according to what toothie already said , due ot these antibodies, the large amounts of thyroxine , lead to decreased secretion of TSH ( feed back inhibition ), so u can say in a way that , in graves disease there is decretion of tsh IN GRAVES DISEASE . but not that deceresed secretion LEADS TO GRAVES DISEASE.
