Thats not always the case. Some of the state schools like to look at the OOS candidates first to see if they can get the cream of the crop. It seems they interview them first, then the IS, then after IS are offered, they start offering to OOS.

I have heard Michigan does this.
 
I don't want to sound neurotic or ungrateful for the IIs I have, but do state schools normally send IIs to in-state applicants later in the cycle? All my state schools are at the top of my list (IS tuition and close to family). Also it'd be nice to just drive an hour or two for a few interviews instead of flying and booking hotels lol.

Let me give you the absolute definitive answer to this: every school does things differently and trying to figure out what something means does nothing but stress you out. Other that some general guidelines and Rules of Thumb, virtually nothing is absolute across the application. And I will tell what I tell all students: Now that your applications and secondaries are submitted or nearly so, assume rejection. Why? Because you need to start enhancing your application NOW if you may be a reapplicant next cycle. Since less than half of applicants get an acceptance, all must assume rejection. So instead of worrying about what all these OOS II means, thank your lucky stars and start adding you your application
 
I think just based on your LizzyM it makes you a highly qualified and desirable candidate in general, so schools want you
