Please help me rank these programs

I am in the process of deciding which programs to apply to. I know there's been a lot of ink spilled about the top 10 or 20 programs. However, I want to make sure I apply to enough mid and lower tier programs to make sure I will match. Please let me know if you agree with the following assessment of mid and lower tier programs (judging from the perspective of an average or above average applicant):

Mid Tier:
UC Irvine
UC Davis
UCLA Harbor
Univ. of Connecticut
George Washington University
Med College of Georgia
Oschner
Maine Med Center
Boston Univ.
U Mass Worcester
Dartmouth
Univ of Minnesota
Univ of Toledo
Univ. of Houston

Lower Tier:
Univ of Florida Jacksonville
Cook County
Advocate Illinois Masonic Med Center
St. Barnabas Med Center
Maimonides Med Center
St. Luke's Roosevelt Hospital
New York Med College at Westchester
Geisinger Health System
Texas Tech Univ. Health Sciences Center at El Paso
 
My feeling, from having interviewed at some of these places last year--MCG and UMASS are low tier. SLR is a solid mid-tier. Good program I would have ranked higher if I could afford to live in NYC.

Yeah I second that about St Lukes Roosevelt. I've heard that several residents have gone to outstanding fellowships in the past two years, like CHOP, Brigham, Duke, Cornell/HSS etc.

Texas Tech El Paso is no longer an anesthesia training program, at least for physicians anyway.

All of them will teach you to intubate and how to safely take a patient off pump.

The question should be - which place has

Free Food
Good Parking
Pays for travel to meetings if you submit a poster
Reasonable vacation policy
Isn't in trouble with ACGME
Hot PICU nurses
