The short answer is no.

If by 'diploma', you mean board certification, you must be enrolled with the intention of completion of an ACGME accredited radiology residency to be eligible to take the physics and written boards and to be eligible to sit for the oral boards.

Alternatively you can arrange to serve 4 consecutive years as a fellow (not an attending) at the same institution (must be arranged by your program director or chairman prior to the start of training) and you can get permission to take the American Boards.

There are 'courses' that help you review for the board exams. And there are courses like AFIP that are excellent for general review, they are offered independent of the American Board of Radiology.

If I understand my indiean colleagues, a 'diploma course' is the equivalent of a residency in the US.

In that case: Yes, it is possible to do a residency in diagnostic radiology or radiation oncology (therapeutic radiology) in the US. However, it is very difficult for non-US graduates to get into either of these specialties for a residency. As pointed out by imhotep, there is a possibility for non-US certified radiologists to become eligible for the US board exam (the diploma), by doing a fellowship (additional training after residency) and working as junior faculty at a US academic medical institution for a total of 4 years.

Adding (to FW's post) my rudimentry knowledge of the Indian Medical system...

The 3 year MD program in radiodiagnosis? is considered "equivalent" to radiology residency in the U.S. I believe there is also a 2 year "diploma", which allows one to practice radiology in India, but it is not considered formal radiology residency (since one doesnt get board certified after the completion of the above).

In addition, if you have been a board certified radiologist (in good standing) in your home country for at least 5 years, you may be able to obtain a special license, which allows one to join an academic medical center as an instructor. It is obviously a difficult process, as you would need to demonstrate an excellent track record in academia (lots of research, publications in U.S./European journals etc).
