Chances of getting into Caribbean pre-med program (MUA, Windsor, etc.) with 2.4 undergraduate gpa? Any programs to avoid???

programs to avoid would be those that will take you with a 2.4. They'll be very happy to take your money without doing anything to help you become a better student. Don't be a marketing victim.

You have to either move to Texas to get an academic fresh start or you have to look at a 2nd bachelors or similar.

Regardless, you are several years from being a reasonable candidate for med school, and there's no escaping the very uncomfortable character and maturity development required to go from a C student to an A student.

tl;dr there are no fast or easy solutions

Best of luck to you.
