So, I already have my BA degree in Political Science and English. Do I have to apply to one of these "post-bac" programs to fulfill the prereqs, or could I just sign up at an undergraduate institution to take them?

I am doing an informal one. Technically I'm a "2nd degree seeking student" here. You don't have to spend a fortune for the classes. The top formal programs are tough to get into, but if you succeed you stand a very strong shot of getting in. I personally rather do well on my own and pay a couple of grand a year tuition over 30k a year or so.
Informal post bacs are usually cheaper so you can't go wrong with that. Formal programs cost more because you are usually paying for priority registration.
