So I have an interview in December and I am wondering if this automatically means I am a second tier candidate for the school? Meaning will I only be offered admission if the applicants from the December 1 pool decline the offer?

No it does not mean your an "automatic" wait-lister.

Let's not forget that many schools don't fill up their seats by December 1st. UOP told a friend of mine that MOST of their seats get filled AFTER December. I just came back from a pre-dental tour at UCLA and they showed that only half of the spots fill by Dec 1st (based on a survey answered by students of the last incoming class) and they admitted they're much slower with applications then other schools. And that's UCLA...I can only imagine how many other schools work similarly or even slower than that.
