I have seen the ACAPS Post-interview comm policy but is sending a thank you letter to the PD after an interview still something that can be done?

Is it okay to write in the thank you letter sent to the PD of my first choice program that I am ranking them #1?

So you said you read the policy but are still asking this question? The answer is no. Policy says no, answer is no. Programs will flat out tell you that if you do it, they will not rank you. Not worth the risk. There are ways to express to a program that they are your number 1, like talking to the residents and to your home program if you have one.
