TL;DR: Thank yous are not required. They're a professional courtesy and while they do reflect well on you as a person, there aren't many stories where a thank you card changed the ADCOM's mind.

I find that only about half of the people I interview actually send me thank you letters. They do not have any bearing on your interview scores, but if the adcom collects thank you letters through their website, you can bet that they will be in your application file for future reference when decisions are made. As mentioned, thank you letters are pretty insignificant as far as things to take into account for decisions though.
