so i matched and i havent heard anything from my program yet. are we supposed to contact them or should i just wait for them to say something to me?

They'll call you. They'll send you a stack of paperwork you need to fill out and a letter congratulating you on your match.

I wondered how long it would take before these threads started to appear.

Some programs call you on Match Day to say "welcome", some do not.

Some programs send you paperwork right away, some do not.

It make take WEEKS, even a couple of MONTHS for you to get your contracts, etc.

Do NOT worry at this point, its WAAAAYYYYY too early. Match Day was what, 2 business days ago?

I understand waiting a couple of days, but isn't there usually paperwork to take care of that might require some time? I got a welcome phone call from my program on Friday afternoon, and Monday got an email from the GME office with a bunch of documents and a warning that we should get our license application in ASAP since it could take 8-10 weeks to process.

It depends on the state. Not all have training licenses and there are some which are simply institutional and only take a few days to issue.

But you are correct in that those that require a training license may take several weeks to obtain - Even in those cases we have several months before residency begins and therefore students should relax a bit.
