Unless there's a blatant TOS violation, Mods can't ban the user... being annoying isn't against the rules. The best solution is to add the user to your "ignore" list so his/her posts won't show up. Click on the username and then the drop down menu has an ignore user option.

Or you can just not respond to posts. That works too.
