The Insider's Guide to Graduate Programs in Clinical and Counseling Psychology rates each program's orientation toward clinical vs. research applications along a continuum of 1 to 8. A "1" would represent a program whose focus is purely clinical/applied while an "8" would represent a program whose emphasis is to produce researchers/academicians. I don't recall any program being rated at the extreme ends of the scale.
Not surprisingly, the PsyD programs rate somewhere between 2 and 4. So if by "practical" you mean "applied"/"clinical", then you're more likely to drawn to a Vail model (PsyD) program.
I think the latest insider's guide lists Widener (Psy.D) as a 1 (most applied, e.g., practice oriented) and Indiana (PhD) as 7 (super research oriented). Yale would also be a good example of a very research centered program. Check out their respective websites. Maybe that would give you some point of comparison. West Virginia and Toledo might be good examples of more clinically oriented PhD programs.
I know you want PhD programs, but I think Indiana University of Pennsylvania's PsyD program might be promising (it is housed in the psychology department of the university - not a professional school).

your question made perfect sense to me. you're looking for PhD programs with a good emphasis on the clinical training side. i don't readily have a list of such programs but i have seen the Insider's Guide which includes self-ratings of research-clinical emphasis
I hope most programs focus on this!! I am not sure what program is considered better than others, but my advice is to focus on getting into a good, practical internship and postdoc. You will learn more about diagnosis, assessment and treatment here than anywhere else. What programs are you considering??
