Most school said that after December, they will do a rolling basis enrollment. That means, they will only accept students if they have seats left. So, post-dec means you are essentially competing for less seats. So, yes.., you will have lower chance.
I am guessing yes, based on a thread with stats compiled by toothache. Looks like pre-December interviews enjoy a 3 to 1 advantage compared to post-December interviews when it comes to admissions. http://forums.studentdoctor.net/showthread.php?t=693654
