Preferred Address vs Permanent Address

How do schools decide if you are in state or out of state? Is it based on the address you put in AADSAS? If so, is it based on your preferred address or permanent address?
Or is it based on an address you put in a secondary?
 
I assume it is based on the permanent address and where your family ties are. I went to school out of state, but I intend to claim my permanent residence as "home", as that is where my family is.

I think they base it off of the question that asks state of legal residence. Not your addresses but don't quote me on that.
