Would an ER doctor be considered a primary care physician?

depends by whom. not for National Health Scolarships. Some states do categorize ER as primary care for state support.

honestly, no. technically, ER isn't primary care. i understand that an ER physician cannot be designated as a pcp. practically, however, they may end up being a "primary care" doctor for people with no health insurance.. 🙂

Yup. I've heard ER docs say that 40-50% of their patients are not emergencies, but people who rely on the ER for primary care.
