Problem with Touro-NY Secondary?

I just got my email with the supplementary packet from Touro-NY. There were 3 attachments, and the one attachment is failing to open. It has some message on it that says "please wait" and that it should be replaced but nothing ihas happened. Is anyone else having this issue?

You got to open it via adobe and not preview or whatever your using.
