Program deadlines for completed application?

I know the programs have deadlines for submission.
What about completion?

I know Columbia has a deadline on Nov 1st. Any other programs?

Reason I'm asking is that my last letter writer is taking his time and I might not get the letter in time. Does it matter for the programs that have already sent me invites?

Things vary drastically by programs. Some want everything in (including the Dean's Letter) before issuing invitations. I would think that if a program has issued you an invite that your new deadline would be prior to your interview day so that the interviewers can see the letter before meeting you.
