Programs not full?

I was looking at the NRMP stats from last year and I noticed a ton of programs weren't full... Is this any sort of indication regarding competitiveness applying to residency? Not to sound dumb, I'm sure tons of people still got turned down, but I'm wondering what's up because compared to other specialties, there were a ton of spots open (percentage wise).

Where's the data for this? (Out of curiosity)
 
Lots of programs in pathology hold (legally or illegally according to match rules) unfilled positions to fill with people of their choosing or simply leave unfilled. Unlike IM for example, you can easily run a residency program with +/-20% variation in the year to year number of trainees.

I would basically ignore these statistics in terms of judging competitiveness.

that's sort of what I figured. I figured it had nothing to do with competitiveness.. but I had to ask
