Programs w/ comlex issues

So which programs out there have issues with applicants who only took the Comlex? I go to an osteopathic school and have taken both the USMLE and the comlex step one. However, I got an email already from a program saying I have to take all of the USMLEs to be considered. Is this a normal thing??

no... i only took step one of the USMLE and finished all of the Comlex. Why pay twice if your not forced to?

Well I guess in their case you are required to pay twice! Any other programs like this??
