Does anyone happen to have any idea for what the projected average GPA and MCAT will be for people applying in 2016? I know that there will be a lot of new MCAT scores, but I will be applying in this time frame with an MCAT score that is in the current format (I am taking it next year).

MCAT score averages haven't increased by more than 1 point in the last 10 or so years. Don't expect any significant changes.

Well the average score for accepted students now is around 28, so like 9.5 per section. The new MCAT would have 4 sections so I'm thinking the average applicant would score around 38? GPA should stay the same.

The average for matriculants is actually 31, which is the 83rd percentile. My guess is that the average for the new MCAT would be whatever the 80-85th percentile is.

28 is (roughly) the average for applicants, not matriculants.

Not really but my goal by graduation is to have a 3.6CGPA/3.4BCPM/35+ MCAT.

Hope for the best. I have a much higher science gpa for DO schools (probably will be around a 3.6-3.7 by graduation).
