It seems like it is possible to get invites if not all of your letters are available on the Sept 1st. Is it possible to send your PS at a later date? If so, does this seem to impact the number of interviews offered?

The programs usually review the applications only when the required number of LORs (say:three/four) and other documents like medical school transcript,USMLE transcript,PS have been submitted.
University based academic programs tend to offer interviews late after MSPE's have been released i.e., after 1st Nov.
So, there is a possibility that not submitting the PS can impact the number of interviews and more so when one's scores r not also stellar.
