There is a thread about this topic a few posts down. However, most of the time its fine to send the same PS to Prelim programs as it is to the Categorical/Advanced ones.

You might want to include a sentence at the bottom of the PS for the Prelim programs about how this Prelim year will give me a good foundation for my future career, or some such blah.
