I PTEd to a school X yesterday but got off the waitlist at another school Y today. In the acceptance email, I was told I had to let school Y know in 15 days. Do I have to tell the school X, that I am currently PTE'd at, about this or am I allowed to take the 15 days to decide?

I wouldn't bother telling school X anything unless you decide to withdraw

Nope. I'd only tell X if Y gave you a scholarship and you wanted them to match/beat the offer.
I'm sure this depends on the school but for me, my "school X" requires us to let them know if we get off the waitlist somewhere, and to tell them how long we have to respond to school Y. This is probably so they know that we're following traffic rules and not just holding onto acceptances past april 30. I'd make sure the school you're PTE'd at doesn't say anything specific about it in emails/resources
