If a paper is currently being peer reviewed by the journal's editor, would you still be able to list it in Pharmcas under the publications section?

I believe you could list it as "Awaiting Publication"

If you put "awaiting submission," what are you supposed to put as the publication date?

The expected publication date, if known. Obviously you are not going to be expected to accurately know the exact date it will be published.
