Publishing a rare Case Report

I am trying to publish a rare case report but keep getting denied by journals. So, I guess I can try to publish in one of the 'case report journals,' that has an impact factor of 0.00, if it comes down to it.

My question is, does it look worse on your application if you publish to a 'weak' case report journal instead of something better?
