if I submit a research article by August and I won't hear back if it will get accepted or not, can I put it on my ERAS as submitted versus accepted?

I think there is a submitted option. If so, sure.

If there is only "in publication" or "accepted" or something like that, then no, you can't put that.

The fact that you have a manuscript to show for your research is great! It certainly wouldn't hurt to include it in your application, but where? Keep in mind that anyone can submit a manuscript. There's nothing stopping me from submitting a poem to NEJM and song lyrics to Nature. An accepted manuscript is very different. Until then, I would probably just mention the submission in the same section where you describe the research experience itself.
