Area of picture = 4x5 = 20 sq ft

Frame adds 6 inches per side, so 12 inches or 1 foot per dimension.

Area of picture + frame = 5x6 = 30 sq ft
Area of frame only = Area of picture + frame - Area of picture = 30-20 = 10 sq ft

Percent area = (Area of frame only / Area of picture + frame) * 100%
= (10 sq ft / 30 sq ft) * 100%
= (1/3) * 100%
= 33.33% (or 33 and 1/3, or 100/3)
