quality of pathology vs quantity of pathology

One of the hot topics in Obamacare in addition to the public option is reimbursing based on quality of care rather than amount of care.

How can this possibly be applied to pathology?

Have you somehow missed all the pay-for-performance crap that has been percolating around for the last several years? Like the whole 12+ lymph nodes per colorectal cancer resection thang?

Edit: Off the top of my head, they could do things like:
- Proficiency testing for all of AP (yech)
- Mandate second review of all new malignancies
- Standardize reports (like making everyone use the CAP cancer protocols)
