do any schools give scholarships with this honor? do they typically select mostly 4th years or 3rd and 4th? i mean, a scholarship would make more sense for MS3, I suppose ...

not sure about the scholarship part, but for our school, they take the top 20% during 3rd year, and then 30% 4th.
