question about applying for pgy-1

If I don't match or scramble and do a prelim, transitional year, or DO internship, in which case would I be most eligible to apply to DO or MD pgy-1 spots again? There are more pgy1 then pgy2 spots, hence the question

If you are asking in which case you would be "most competitive" that is a different question and depends on factors outside of what "type" of year you do.

I thought that because you already did the year, it would somehow hurt your GME funding?

And would one year be more preferable to the others? Perhaps one with more electives. my proposed specialty is EM.
