question about "b.a. or b.s. required"

For some schools, it says that a b.a. or a b.s. is required. Do they mean at the time of application or the time of enterance? I mean, I'm frankly surprised that, if I understand it correctly, so many schools don't even require an undergraduate degree to enter medical school (only 90 or 120 credit hours). I thought a bachelor's was a necessity to matriculate ...

All of the prereqs must be done by the time of entrance aka "matriculation".
 
And for the schools that don't say they require a degree, they only let in a very few amazing applicants (w/out degrees).
