question about background information

so how do I answer this question:

"Are you currently under charge or have you ever been convicted of a felony or misdemeanor, other than minor traffic violations?"

I have been arrested once and had my misdemeanor dismissed, some people are saying no while others are saying yes you should mention it in there, but im worried that just gives them a reason to deny my application when someone else that didnt mention it still gets accepted even w/ the background check.

two schools have told me that I don't need to mention it.

I think if you weren't convicted then you don't need to put it

If you weren't convicted, then that is all the question asks. Just be able to honestly answer the question. You will however, have to explain it on a background check if it comes up possibly.
