Question about Evaluations

If I submit my application, and want to add an "evaluation" after I submit, is that still possible, or is it mandatory that I add the person prior to submitting? I am waiting to receive the letter on Interfolio, and the only way I can add the person to AACOMAS is once Interfolio has the letter.
