Question about Match statistics

Does the last line i.e. "Average # offers per applicant" translate to " number of programs where an average applicant was ranked"??...In other words does it mean that for 2011 an average applicant was ranked at 4.4 programs?
This number sounds pretty darn good...doesnt it?

I think it means that they are offered 4.4 interviews. In my experience, the vast majority of people that attend an interview are ranked. However, top programs don't wind up going very far down their rank list to fill all spots so if they rank 50 applicants, they may only go down to # 10.
