If there is damage to the LEFT MLF then the person's can't look medial with his left eye?

Correct. Impaired adduction of the ipsilateral eye and nystagmus of the contralateral eye are characteristic.

MLF is in the pons. Internuclear ophthalmoplagia in young patients --> MS; in old patients --> stroke.
