Question about PostBacc Programs

very strictly, and seems kinda strange, but they have only like 7 spots per year...talk about competitive

It says that you have to be, "economically or educationally" disadvantaged. Does anyone know how strictly they adhere to these rules? Could a person who doesn't fall into those categories apply for the program?

I've contacted a few of those program's directors. The vibe I have gotten is that they are strict.
