Is there a correlation between being waitlisted the year before and accepted the next app cycle?

Doubtful. It all depends on what you do to improve your stats. If they low when you are waitlisted and they are still low the next year...guess what, waitlist again. If you improve MCAT/GPA, I am sure that having applied before would at least demonstrate your commitment to the field of medicine.
