Some schools do ask you to return the secondary within a specified time frame (i.e. 2 weeks from the date on the letter, or by a certain date). However, I found these to be the minority (and I applied to 25 schools). Even if the school does require this, I'd say its OK to go ahead and send it in. They'll hold it until they get your letters to complete your file.
As far as typing secondaries goes, I don't believe its absolutely necessary, but I know it is preferred. Some schools (Penn State comes to mind) have some VERY short essay questions (~4 sentences) that you can write by hand. Other places, though, have essays that run more like 1/2 a page, which you probably want to type. You can get more into the space allowed if you type. I'll also add that many schools allow you to cut and paste your answer onto their form or even print it on another piece of paper and attach it to the form. If they don't, and you're decent with a computer, you can set it up so you can feed their form into your printer and it will print in the space. Just print a couple test pages first, and you should be OK.
