When St. George calculates a student's undergraduate GPA, do they take only the highest grade for a repeated class or do they calculate both grades into their GPA calculation?

Hmmmm. I'm not sure that they really "calculate" the undergraduate GPA; but they do look at your undergraduate performance. I wouldn't worry too much about it: my transcript had a couple of repeat classes (specifically, Physics and Calculus! Go figure!), and they didn't seem to be too concerned. I suppose if it had been something like Biology they may have been a bit more concerned.

They tend to take more into account than just your undergraduate GPA. Things such as prior clinical experience (whether voluntary or otherwise) tends to be quite helpful.
