Question about the submission of secondaries

Assuming you submit your secondaries as early as possible, do schools usually review them and make a decision (interview or rejection) or immediately? Or do they exercise the right to put your secondary on hold until they see other applicants that are more qualified? For example, if I submit my secondaries in July, I should be notified if I get an interview or not in the following weeks. They don't wait until January (for example) to tell me their decision, correct?
 
Nope. Schools can take as long as they want to get back to you.

While certain schools say they'll get back to you in a few weeks, the majority have no timeline.

Furthermore, they hand out these applications to people on the admission faculty. If the person who gets your app is swamped or goes on vacation for a bit, then you're gonna get delayed.
 
Wow, that sounds terrible. I wish it weren't so arbitrary.
