Question about UPenn scholarship

Hello,

I have a question about upenn scholarship.
I am an international student, and I wonder if international students
are not eligible for upenn scholarship. I thought international students
are not qualified for any scholarship, but I just got one from Iowa today.
So I wonder if upenn doesn't give out scholarship to international students
or not..? Thanks!! 🙂

I know Canadians are eligible. I don't know about internationals in general though.
