Question about vasoconstriction

I understand why the correct answer here is D, but couldn't you technically choose B or C since they don't specify the location of vasoconstriction? Even though there is vasodilation to the skin and muscle when they need blood, isn't there also vasoconstriction elsewhere in the body to cause a shunt of blood to where it is needed? So technically, vasoconstriction does occur.

That argument works for B, but not C.
 
What makes it not work for C? Is that not how blushing works?
Blushing implies dilation of the local blood vessels. The tiny change in pressure shouldn't be enough for the system to try to correct for it. Dilation only, no constriction.
