I don't think you can.

From the NBEO site tt states:

The earliest date for a student candidate to take the Part II examination is the December administration during the candidate's academic year of graduation at an accredited institution*,

Why would you want to take it so early anyway? Would you be ready for it? It's not cheap to take...
