I have been keeping a close eye on the Interview Invite thread. I saw where some programs are issuing invites over several days. So my question is do programs parse out their review of applications, and issuance invites in batches or is it more likely that they are not receiving enough acceptances, and are issuing more invites to fill up all of the interview slots?

At my former program, it's the former. For the 3 residency slots we offered annually, we would receive anywhere from 300-500 applications. It takes time to review and narrow the list. Attendings will meet to push for a certain candidate. At least at our program, this is usually why we offered invites over several days.
