on worksheet B it asks me:

Housing, food, and other living allowances paid to members of the military, clergy, and others

is this asking how much i paid for someone else, or how much was paid for me?

It is asking about money/allowances that you received for housing. Do not include allowances for housing as a student (if you received a scholarship for housing during college you do not need to report that amount here). The electronic FAFSA form has very detailed help screens if you have further questions.
