Transfer is impossible you need to enroll in an undergrad program and apply. Also very few universities accept international students even if you studied in Canada or the US. I think UofT takes 7 internationals or so.
Similarly for residency. You need to be a permanent resident or a citizen and it's also very difficult. I say don't even bother with Canada and go to the US.
