Question regarding physician quality reporting

Hello all,

Was hoping you could help, I tried over in my specialties board but didn't get much of a response. I'm a solo PM&R practitioner starting an inpatient rehab practice and I'm trying to figure out how to be PQRS compliant. Based on my patient population my diagnosis codes are all ambulatory dysfunction or cognitive dysfunction, I'm having a hard time finding 9 measures and a cross-cutting measure. Does that mean because of that i'm just going to get the penalty from medicare or is there any alternative or way around this?
